KARV Founder and President Andrew Frank spoke with Fortune China about how Chinese companies should approach doing business in the United States under the incoming Trump administration, offering three core pieces of guidance:

1. Adopt an ‘investing in the United States’ mindset. The same posture foreign companies took when entering China, ‘be in China, for China,’ is the right starting point for Chinese companies in the U.S. market.

2. Don’t underestimate state governments. Regardless of who is president, states hold significant power and influence. The president can create barriers to market access, but states can also open new access opportunities. Chinese companies that understand the value of a federal relationship often underinvest in their state-level engagement, where economic development is largely driven.

3. Pair strategy with excellent legal counsel to ensure compliance with all relevant federal and state laws and to avoid expensive regulatory and litigation issues.
